The Intergovernmental Cooperation Authority (ICA) was created by an act of the General Assembly of the Commonwealth of Pennsylvania and signed into law by the Governor on February 21, 2004. Our primary task is to find solutions to Pittsburgh’s financial struggles.
We work to provide state officials, bondholders, and the City’s employees, retirees, residents, elected officials and regional neighbors with an objective, nonpartisan, and intellectually honest examination of the City’s fiscal health.
A fiscally sustainable City of Pittsburgh will contribute to generations of economic and social opportunity for the region. This vision, while not yet a reality, is one shared by everyone who lives or works in Pittsburgh. We look forward to helping make this future a reality.
